OpenAI Codex: Increase in users hitting Codex rate limits

OpenAI reported that some users were experiencing increased rate limit hits on Codex starting at 14:11 PDT on April 1, 2025. The issue was identified and mitigated by 14:40 PDT, and all services were confirmed healthy by 17:00 PDT.
