macOS 28 will not support encrypted HFS+ volumes
Apple announced that macOS 28 will no longer support encrypted HFS+ volumes, requiring users to migrate data to APFS-encrypted drives before upgrading.
Background
- Apple is dropping support for encrypted HFS+ volumes in macOS 28, meaning drives formatted with the older HFS+ (Hierarchical File System Plus) that use FileVault or other encryption will no longer mount or be accessible on that OS version.
- HFS+ was Apple's primary file system from 1998 through 2017, when it was replaced by APFS (Apple File System). APFS is now standard on all Macs, iPhones, and iPads.
- This change affects users who still have external drives or older Mac internal drives formatted as encrypted HFS+. They will need to migrate data to APFS or unencrypted HFS+ before upgrading.
- The move continues Apple's gradual phase-out of HFS+; macOS 10.15 (Catalina, 2019) already made APFS mandatory for system volumes, and later releases have reduced HFS+ support.
