英国では18歳未満の飲酒は違法であり、多くの国で選挙権は一定年齢以上に限られる。これらは「年齢制限」だが、飲酒や投票、喫煙、結婚に能力証明は不要だ。一方、英国のアマチュア無線免許のように試験合格が必要な「スキル制限」も存在する。本稿では、年齢制限とスキル制限の妥当性を問い、それぞれを入れ替えるべきケースについて考察する。
